Maybe you can read: "...and _therefore_ aren't shipped by FOSS binary distributions"

I know nothing about building but the build system at gisinternals builds a selected set of drivers (about 20) as plugins https://github.com/gisinternals/buildsystem/blob/main/Makefile#L727.
