I have prepared a GDAL/OGR 3.8.1 release candidate.

 From a packaging point of view, the following change might have impacts on
build recipes:
* Python bindings: define entry_points.console_scripts. Affects in 
particular
   Windows where .exe launcher scripts are now installed in the Scripts
   subdirectory.

Motion: adopt 3.8.1 RC1 as final 3.8.1 release
