thanks for the report. This should be fixed per
https://github.com/OSGeo/gdal/commit/fba559b5bd8d33aac215681df4f6a613517a6c43
which I've backported to the release/3.9 branch
A workaround is to explicitly run "cmake --target
generate_gdal_version_h" before building all other targets
