[gdal-dev] BufferEx and GDAL 3.10

Hi Team GDAL,

First message here - lots of respect to all of you involved in this
project.

I was looking through the code and documentation on vector operations and
wanted to use the BufferEx operation on OGRGeometry. But it is marked as
being for 3.10 !? some clarifying questions follow :

1. I see in the current master that the function seems to have been
implemented - am I correct ? Is something missing in there ?
2. If it has been implemented - it seems that its python bindings are not ?
how come ( I presume it bindings are generated automatically? )
3. is there a public roadmap for 3.10 ? ( sorry but I was unable to find it
from googling ). I ask not only for this function but as a reference for
the future as well.

As a background - I was about to implement this myself - by moving
geometries to GEOS but would prefer to remain within GDAL and not open up
more APIs in my own app code.
