Hi PSC (again),

I would like to nominate Dan Baston to become a member of the GDAL Project Steering Committee.

Dan has been contributing to the project since 2019, and more significantly since end of 2022, and his funding to work on the project extends for the next 3 years. Dan's contributions touch various areas of the project: modernization of the test suite, documentation improvements (both on the framework and content), Python bindings improvements, utilities, C++ sanitation, etc. He attends our regular contributor meetings, and was also present at the last OSGeo code sprint to work on GDAL. He's also a GEOS project steering committee member and a PostGIS core developer. It would make a lot of sense that he can have a vote for project decisions.
