Building the docs on Windows is unknown territory.  If you really want 
to do that, you'll probably need to spin up some Linux environment, 
perhaps through Vagrant: 
https://gdal.org/development/dev_environment.html#vagrant .

WSL2 with a Ubuntu image might also be an option. (You might probably 
also do that with a Cygwin / msys64 environment, but you'll be on your own.)
