[gdal-dev] Moving from GDAL 2.2.3 to GDAL 3.4.1

Please ignore this query. It turns out the new version of NASA OCSSW software is the issue. It has multiple values near -32768 that is no data. I cleaned up the file with gdal_calc and things seem to be working ok now.
