[gdal-dev] GDAL 3.10.1 release candidate available

with the file in 
https://github.com/r-spatial/stars/raw/refs/heads/main/inst/nc/bcsd_obs_1999.nc

I had expected that

gdalinfo --config GDAL_NETCDF_REPORT_EXTRA_DIM_VALUES YES 
NETCDF:"bcsd_obs_1999.nc":pr

would output the NETCDF_DIM_time_VALUES metadata tag with the time 
values, but for some reason it doesn't.
