[gdal-dev] Location of gdal.dll GDAL 3.11.4

Try setting the "GDAL_LIB_OUTPUT_NAME" CMake variable, to something like 
"mazin-gdal" and then you can use that "mazin-gdal.dll" file in your 
projects.
