For free-as-in-freedom is very much beatable.
For free-as-in-beer the more you can use, the more free beer you get (in PostGIS we use CI from github.com and gitlab.com and others).

Of course if you go OSGeo orchestration is done on OSGeo side, and
affected by those outages (which OSGeo members can all help with reducing).
