[gdal-dev] Discussion - RFC 113: Build requirements for GDAL 3.14

Hi all,

It's been 3 years since the last build requirements update in RFC 98. I was
working on an AGENTS.md and realized I should work on this first. I made a
bunch of initial changes, but I am missing a lot of context on many of
these versions, so please comment on the PR. Yes, an LLM generated the
initial text, but I went through the whole thing and I think it's a good
starting point. I added versions for additional things like Ubuntu, MacOS,
and Windows. This should lead to some nice cleanup of the very complex GDAL
build.
