<p class="MsoNormal"><span style="font-size:11.0pt; font-family:"Calibri","sans-serif"; color:#1F497D">I was dealing with the same issue some time ago, you have to add a system variable called GDAL_DATA pointing to the s57 .CSV files location (you can find
 them in the data folder. You will need s57attributes.csv, s57objectclasses.csv and s57expectedinput.csv at least) unfortunately these files are not updated with the latest changes from IHO, so all updates from S-57 Supplement No 1 and No 2 to Edition 3.1 are
 not reflected into the .CSV files.</span></p>
