This was because I had not called OSGeo.OGR.Ogr.RegisterAll(). I had mistakenly called OSGeo.GDAL.Gdal.AllRegister() instead, which does not register the OGR drivers. Without an OGR driver registered, Ogr was not able to read my shapefile in Ogr.Open.</font><div><font class="Apple-style-span" face="'Courier New'"><br></font></div><div><font class="Apple-style-span" face="'Courier New'">I still do have one question regarding registering gdal_csharp.dll.
