[Geodata] feedback on Data Project idea

dear all,

As promised i raised the "OSGeo data project" idea at the last Board
telecon and got some positive feedback on the subject.

The general impressions were; 
- the idea of maintaining dedicated Data Projects seems like a goer
- there would definitely need to be adaptation of the incubation
  process but this could wait until it was needed.
- for smaller projects there could be a kind of 'lab' status on offer,
  such as MOSS4G for example as now, in software project terms 
- for larger projects (e.g. Degree Confluence) it would be the
  responsibility of the geodata committee to act as 'incubator'.  
- Markus' data packaging for work the GRASS 6 support materials could
  be a useful prototype for a data project maintained by osgeo members.

This culd porovide a chance to infuse "new blood" into the geodata
committee or to provide a much-missed point-of-focus....
