[Ica-osgeo-labs] Picking a name for "OSGeo Research and Education Labs Network"

Hi Helena,

Maybe this network needs a committee, that decides on issues like names,
and marketing.  That committee could hold a vote on the name issue.

For the record, I've been promoting both the OSGeo Labs (as we want to
attract innovative smaller projects that might not yet fit into our old
Incubator model) and the ICA-OSGeo Lab Network heavily in the past few
months, and they are both very well received.
