[Ica-osgeo-labs] OGC participation in the Network

Further on this thread, I talked with Denise McKenzie and Mark Reichardt 
when they were in Australia last year, and they were receptive to 
writing consistent overviews of OGC standards, in collaboration with 
OSGeo-Live.
