[Ica-osgeo-labs] Certification

Hi,

Arnulf Christl had already put in place a certification process for 
Geospatial professionals [1]. Maybe we could take advantage of his 
knowledge and institute as an external organization to do the 
certification after the educational process in our 
universities/labs/etc. We might develop some kind of agreement/MOU with 
him (and OSGeo) to do local certification using the same process.

For foreign languages there are several institutes providing external 
examination like Goethe Institute, Cambridge English, HSK, etc, where 
students can get a professional diploma for their skills. We could do 
the same with Arnulf's metaspatial institute and OSGeo.
