Charlie, thank you for stepping in - given that I need to work on the OSGeo Annual Meeting agenda I am getting quite busy with OSGeo / FOSS4G
so I would not be able to handle also the paper reviews.

I can join and Andy has been organizing this effort so far as well

That would be great - I just wanted to ask Andy about submission management system that they are using (most conferences 
that I worked with use easy chair), so if you can set something up that would be great.

That would be extremely helpful becuase we probably won’t be able to get all papers published in a special issue journal

I can reach out to Computers and Geosciences where I am on editorial board but it needs to be a geoscience oriented paper (based on
the abstract titles there is about 12 of those so it may not be enough becuase not everybody manages to submit a solid enoigh paper -
we had a situation like that before - many great abstracts but to not enough great papers).
There are more abstracts that have socio-economic, human geography oriented focus so it would be great if we could find a related journal for that,
