[Geo4All] geoforall author (for labs) and editor (for review, publishing) roles

Vicky and myself have tried implementing website roles
<https://trac.osgeo.org/osgeo/wiki/website%20roles>, and are a getting a
better idea on how to handle things.

Suchith and Nikos could we ask your help testing:

* GeoForAll Authors create and editor GeoForAll Labs
* GeoForAll Editors can publish new GeoForAll labs

In addition as "editors" you should be able to edit pages and members new
roles.
