[Geo4All] OSGeo UN Committee Challenge: update

please pay attention to this important update about UN Challenge: https://www.osgeo.org/foundation-news/osgeo-un-committee-educational-challenge/

Considering the many requests, the following condition

"The proposal will be shortlisted and its content reviewed only if the sum of the first four criteria is at least 40. "

has been changed in

"The proposal will be shortlisted and its content reviewed only if the sum of the first four criteria is at least 25. "

Deadline for submitting is 8 May 2018.
