[geomoose-psc] Google Geocoder

Could we switch it to this?  https://open.mapquestapi.com/geocoding/ or https://www.mapbox.com/geocoding/    Still requires a key but maybe a little bit more flexible on licensing than Google or others.  Also uses OpenStreetMap data.
