[geomoose-psc] RFC for 2020 Budget

So it's been pointed out to me that the RFC isn't strictly necessary for
this and we have the budget laid out in the PSC vote (as noted on the wiki).

For _now_, I'm going to submit that budget but Brian's made some really
informative points. FWIW, I think this type of discussion is indeed great
to have asynchronously on the PSC list.
