[geomoose-psc] Motion: Approve addition of Chris Hughes to GeoMoose PSC

Chris Hughes has been nominated to join the GeoMoose PSC!

Chris has been a valuable member of the GeoMoose community for several
years, providing help  to users on the mailing list, contributing to bug
reporting and resolution of GitHub issues, and playing a key role in the
2024 and 2025 sprint activities, including the big steps taken on making
GeoMoose more accessible to users who rely on keyboard navigation.
