Is it possible for a user without programming expertise to test it? I
could devote some time if I knew where to start. Let me know.

It is possible, and there is code in the current implementation
to do it, but it is grossly under documented and even more under tested.

I have not seen anyone do this so I imagine it is not
possible... but is it possible to have a cookie that remembers the users
settings for layers, last area zoomed to, etc.?
If it is, probably not a GeoMoose topic though?
