Jay,

I do not believe the ESRI WMS reprojects... and you'll need to follow an example more similar to how the <file>...</file> content is described in a layer like the one for the LMIC WMS services.  As an aside it helps to do this...

<map...>
    <file><![CDATA[ ]]></file>
</map>

That way ou don't have to escape any of the ampersands...

I am trying to absorb some of ESRI’s WMS services and dont
think I am doing it correctly
