Jay, try adding data="true" as an attribute.  I think GeoMOOSE needs
that for some reason.  Like the line below:

1) Is GeoMOOSE asking mapserver for the popup data? (You can see this in
Firebug under the net/all tab or in the console tab. Look for a call to
the parcel mapfile with mode=nquery) If not it is something in the
mapbook or configuration.js

2) If so, is that result valid XML? (Open the link from firebug in a new
tab and see if it parses OK)
