Not sure anyone answered this but those lines are in the
configuration.js.  Look at the service tags for the markup tools.  There
is an icon attribute in the xml definition that points to an image to
use for the icon.

 My next worry is how to change the button/image for draw polygon, draw
Line and draw point. which file can  i find those lines to change?
