No, they shouldn't, I'm wondering if there's a problem with a WMS layer having no transparency in the printing script.

Is your Roads layer coming in as WMS?

I'm thinking you're correct on the transparency issue.

I have probably just not found the right configuration line
but whenever I print using the php scripts it creates a nice looking pdf but
with only the top layer. I can manually force the opacity to 50 and this shows
all layers (but very ugly) so I think it just a transparency layer effect. Can
someone point me in the right direction?
