Yes.  I actually wrote an addition to the OL WMS Layer to make that work.

There's still some fine tuning to happen, and, people need to keep in mind that the rectification on the image may not be perfectly aligned with the county coordinates due to some of the shifts that occur when changing projections.  That disclaimer in mind, Minnesota County Coordinates seem to line up pretty cleanly with a UTM-15 Aerial photo.
