One way that seems to work to make identify always available and not
have to check the layer on is add an additional map title section in the
xml file for a "hidden" layer setting default="false" and
invisible="true" to keep it turned on and not in the toc, then in the
map file for that layer set MAXSCALE to a very low number.

I do know that this is possible, however it might be a lot of work (and
it
might not be the best way)
On a map that I have I have 3 identify functions:
the layer popup -popups from clicking on the layer in the toc.
the standard identify, where information shows up on the right side.
popup identify (with help from Len at Houston Engineering), where all
the
information from identify is displayed on the map.
I have separated the code between popup identify and standard identify
so it
is possible to have a different layers information show up in the popup
identify.
So it could be possible,
The problem is dealing with a hidden layer. Maybe someone else can help
out
with a better way, however if all else fails it could be possible to
piggyback the layer with another layer that does not turn off such as an
air
photo.

Mike had an interesting idea based on functions in GM 1.6, not sure if
there is any carryover to GM2. Could it would to rig an identify tool
to always point to one layer that is not even in the catalog? If so,
could I still have the other identify tool function as it does now?

Do you know if you could have two identify tools? One doing for
identifying only the feature I was referring to and the other for the
normal identify functions?

I'm using 1.6 and have rigged it up so I can use the identify tool to
pull up information for layers that are not checked on. If something
like this would work, I'll go into more detail on how I did it. See the

I hope I can describe what I want correctly. If not, please feel free
to ask me for more details.
I would like to have a layer that is in the map that can not be seen in
the catalog, but I want for users to be able to turn on popups for that
layer to extract information about it. I have no idea what this would
look like exactly, maybe a service, or a checkbox somewhere to turn on
this ability. My boss feels like for the function, it is not intuitive
enough for a person to have to find the layer, check the check box,
enable popups, then click on the map. He would prefer on obvious place
to turn on the function and then one click on the map.
Please let me know if you have ideas on how this could happen.
