Sean,

     The wms can work like that.  It can also give pink tiles.  If you use a larger monitor or set your monitor resolution to the highest setting such that the wms requests tiles larger than 1024x1024, you will get pink tiles.  
     When I attempt to avoid the pink tiles on high resolution/large screens by changing tiled="false" to tiled="true" then I get substantial shifts that are proportional to the zoom level.  
     Is there a better way to use this wms so that neither of these two issues are present?

Eli,

 

I am able to successfully use the DRG WMS that you posted.  I put it in
exactly as you wrote it and am not having pink screen issues at zoom
levels.   Below is what I used for map-source and catalog:

 

<map-source name="DRG" type="wms" projection="EPSG:4326"
queryable="false" tiled="false">

        <url>http://msrmaps.com/ogcmap.ashx?</url>

                                                <layer name="DRG"
queryable="false" />

                                                <param
name="TRANSPARENT" value="TRUE"/>

                                                <param name="FORMAT"
value="image/png"/>

    </map-source>

 

 

<layer title="USGS Topography" src="DRG/DRG" status="off" legend="false"
fade="true" unfade="true"/>

 

 

I am also using the google projection with fractional zoom set to false.
Don't know if that matters.
