[Geomoose-users] ArcGIS Rest Services questions

OpenLayers 2.X has some limitations with what it calls "base layers."  
Specificially, ArcGIS REST, Google, Bing, and Yahoo maps are are only operable 
as a "base layer" (at the bottom).
