Bob,
If you are talking about the ortho imagery layers in the link below. They look like they are set up as sub folders to the "None" option, and not the "Orthoimagery" folder. You have , possibly by design, an additional GROUP tag with just the expand="false" param, this may be a problem, I've never had a GROUP set up without a title . . . These items may have something to do with the problems.
In the MapBook returned, there seem to be some errant Carraige return/linefeeds in some (all?) of the layer definitions, copy and paste problem perhaps, or funky hidden characters in the editor being used? I would fix these wrapped lines first. I know there were specific problems with broken lines in the mapbook breaking previous versions of GeoMoose.

Right, that's what I have, but the application doesn't start with the folders closed, although I have the expand parameter set to "false".

If you are talking about this website,
http://mapservertest.maine.gov/basemap/index.html# the folder expansion/collapse works for me except that you must click the words of the group, not the folder.
