[Geomoose-users] popup service

     Since a "New Enhancement" ticket has been filed, it is not just a 
configuration task of an existing feature.  It would require:

     - reviewing v2.6 architecture (and maybe the old v2.4 code), and 
reviewing the OpenLayers API.
     - talking to veteran GeoMoose developers on recommended techniques 
and gotchas.
     - writing a GeoMoose Request For Comments (RFC) doc to give the 
rest of the GeoMoose community a opportunity to comment on your proposed 
enhancement.
     - writing (and debugging!) JavaScript.
     - possibly writing CSS, etc.
     - testing on a selection of browsers: IE7,8 (9?,10?), Chrome, Firefox.
     - writing GeoMoose user doc.

   Not impossible, but not a small task either...
