We did something just like this with Door County WI but it used the selected parcel instead of a user input polygon.  http://map.co.door.wi.us/map  It would take a little programming but definitely doable with PostGIS.

Mark,

   Use the GeoMoose Feature Editor tools for creating the user-sketched polygons.  In versions previous to GM v2.6 the Feature Editor was GM Javascript and PHP, so you could modify the PHP to do a PostGIS query to get the area values of the intersecting soil polygons (if they are in the PostGIS database too).  If PostGIS is not available, you might be able to use OGR or GEOS to do the area calculations in PHP (or Python for that matter).
