Two responses suggesting firewall. Hmm, I'll suggest that to him. From the screen shots he sent, looks like the grayed-out layers are all WMS, but I could be mistaken.

Had something similar some time ago at another site. As I remember they had firewall/network access issues.

The map window is displaying all gray (NOT pink), except for outlines of the counties. I suggested that he try different browsers. He did, but no luck (IE9, FireFox 18.0.1, Safari 5.1.7, Chrome). This also occurred on two different computers (PC and laptop), and OS's (Windows 7 and XP), that he has access to. We have not been able to duplicate this problem, and his students have not experienced it either.
Has anyone seen this before, and are there any suggestions?
