HI Mark,
GeoMoose currently does not have this functionality.  There is no reason why it couldn't be added but would take some programming work or funding to likely make it happen.

If you are just looking to create a simple map with hover overs, I would suggest taking a look at Leaflet.  It has that functionality and we have been using it for simple maps like the example you gave.

OpenLayers would also support this functionality.
