Updates applied:
1) Changed COMMITTERS to AUTHORS.rst in one place for consistency.
2) Added bit from Brian F re unmaintained features.
Any further comments?
Should we change the title from "GeoMOOSE Commit Management" to "GeoMOOSE Git Push Management"?
