[Geomoose-users] Identify Tolerance

3 pixels is a pretty small target to hit with your mouse - you could try
something larger to confirm it really is not working.

Other things that sometimes prevent the Identify form working are: no
template specified, template with wrong name / path, template not
specifying the correct field names to report, etc.
