[Geomoose-users] Legend printing in PDF output

Thanks all!

Culprit was TRANSPARENT ON in OUTPUTFORMAT, which was something I had to
keep for my tiles, but the fix was TRANSPARENT OFF in LEGEND which
overrides it for just the legend requests.
