Most likely because GeoMoose is configured correctly but MapServer isn't. 

For all the things you said work, the coordinate conversion is done in GeoMoose JavaScript code.  However, MapServer is responsible for reprojecting the image from something the WMS server supports to the projection of the GeoMoose map.
