[GeoNode-devel] Broken Build

This returns the build to a passing state, but this is a very old
shapely. See the log here. https://pypi.python.org/pypi/Shapely
1.3.1 is from 2014-04-22 and the latest update is 1.5.13 (2015-10-09)
... so not sure whats up here ... at least its not failing now.
