[GeoNode-users] allowed_host & proxy_allowed_host

they have different meaning,

ALLOWED_HOSTS should contain localhost and the domain of the server

PROXY_ALLOWED_HOSTS can potentially be empty if you don't plan to load
external data in the maps.
