[GeoNode-users] Restrict the add_layer auth to some user

On the same topic of restricting permissions, can it be done for entire
groups? For our use case we though of having a two step process:
1) A producer group that can add data but it won't be public available;
2) A metadata validation group would then come in and validate the metadata
(is everything filled correctly?) and make the layers/maps public.
