Yes.
The best way would be to create a group in your mapfile and refer its
name as the layer in your datastore. All the grouped layers should
always share the same ACL rights (since they are all grouped, right).
All widgets that use the 'featureserver' service wouldn't be able to
support such grouped layers (you can't do that in FeatureServer) so they
would need to be served in WMS or TileCache only.
