[geos-devel] Format for bug reports

In order to make bug tracking easier, here's a format to use for bug reports:

- Subject line starts with "BUG:", followed by the bug "name" (a brief identifying description)
- Body of message starts with a short but complete description of the problem, followed by any code examples that illustrate the problem
- Each bug is submitted in its own message.  Nothing else is discussed in the message.

Bug fixers can reply with messages that have a subject line prefixed with "FIXED:" followed by the bug name
