[geos-devel] Relate now working in Postgis

I've also added the functions like disjoint() and relate(<pattern>).

All there is to do is:

1. write postgis->GEOS convert that uses a GeometryFactory()
2. Minor code clean ups
3. Makefile changes (to compile the .cpp wrapper)
4. testing on other platforms.
5. install instructions
