Yes, done.

make maintainer-clean removes the SWIG files, make clean does not.
make dist works whether or not you build the SWIG bindings.

SWIG bindings (python/geos.py, python/geos_wrap.cxx, ruby/geos_wrap.cxx) 
are now in SVN.

ChangeLog updated.
