It seems a problem with libtool to me.
It doesn't have to do with the already installed PostGIS.

Actually, GEOS has nothing to do with postgis, it's the other
way around (so you should build PostGIS *after* GEOS to get its
functionalities in the database).

This discussion is better done on geos-devel mailing list, I
add it to the reply-to field (hopefully mailman won't replace it)
