[geos-devel] GEOS-3.0.0rc2

I ran "make dist" to get the tarball, extracted that and made sure it  
built, then ran "make distcheck" and saw all the tests run.  I was  
not looking closely at the output, only at general conformance.  So  
"make dist" will need to be fixed to include that file.
